Major animal welfare reforms proposed in New South Wales

NSW has proposed the Prevention of Cruelty to Animals (Enforcement and Operational Powers) Bill 2026, making it a specific criminal offense to leave a dog in a vehicle without proper ventilation.

Hot Cars and Utes
It is illegal to leave a dog alone in a hot car for more than 10 minutes when the temperature is over 28°C.
This rule also applies to dogs tied on hot metal ute trays over 28°C.
Fines can reach up to $44,000.
Training Tools and Farm Rules
Dog prong collars are now banned.
Farmers must give pain relief when mulesing sheep, no matter the age of the sheep.
Inspector Powers
Animal inspectors can now give immediate pain relief or sedation to stop an animal from hurting.
Animal fighting laws are much tougher, with fines up to $110,000 and jail time up to two years.
